4. The passports are dispatched by India Post to be delivered personally to the passport applicant at the given address, thus physically confirming correct address of the applicant.

पासपोर्टों को भारतीय डाक के माध्यम से आवेदकों द्वारा दिए गए निजी पते पर भेजा जाता है, जिससे आवेदक के पते का सत्यापन भी हो जाता है।

5. Several thousand applicants attended auditions across the UK in hope of being selected.

पूरे यूके में कई हजार आवेदकों ने चुने जाने के आशा से इस ऑडिशन में भाग लिया।

6. The following additional steps have been taken for the benefit of the applicants:

9. • PAN Card issued by the Income Tax Department with the DOB of applicant;

11. Upon confirmation of payment receipt by SBI, applicants are allotted appointment by the System.

14. The personal particulars of the applicants would be digitally signed and stored in the chip.

15. * receipt of incomplete police reports due to submission of incomplete information/documentation by the applicants; and

16. Some of these measures would necessitate additional documents on the part of the petitioner or applicant.

17. * Concerned Tehsildars or Concerned SHOs for an applicant staying in the area under his/her jurisdiction; and

20. In other cases, forged birth certificates/residence proof/consent affidavits by parents of minor applicants have also been produced.

अन्य मामलों में जाली जन्म प्रमाण पत्र/आवास का सबूत/अवयस्क आवेदकों के माता-पिता द्वारा सहमति संबंधी शपथ पत्र प्रस्तुत किए गए हैं।

21. Applicants for the Yatra had been invited earlier this year through an open advertisement in major national and regional media.

प्रमुख राष्ट्रीय और क्षेत्रीय मीडिया में खुले विज्ञापन के माध्यम से इस वर्ष के प्रारंभ में इस यात्रा के लिए आवेदन मांगे गए थे।

22. The mandatory requirement of personal presence of passport applicants at the PSKs has minimized the activities of touts/travel agencies.

पासपोर्ट सेवा केंद्रों में पासपोर्ट आवेदकों की व्यक्तिगत उपस्थिति की अनिवार्यता से दलालों/ट्रेवल एजेंसियों की गतिविधियां कम हो गई हैं।

23. * Out of the above 1002 applicants in 2009, 418 PTOs have not qualified for quota allotment, for the following reasons:

* सन् 2009 में उक्त 1002 आवेदकों में से 418 प्राइवेट टूर ऑपरेटर निम्नलिखित कारणों से कोटा आबंटन के लिए अर्हक नहीं पाए गए हैं -

24. Visit to police stations by applicants as part of verification procedure, if required, is as per guidelines issued by State Governments.

सत्यापन प्रक्रिया के भाग के रूप में, यदि अपेक्षित हो, तो आवेदकों को पुलिस स्टेशन पर जाना राज्य सरकारों द्वारा जारी दिशानिर्देशों के अनुरूप है।

25. Those applicants failed almost all the tests required for admission ( information about addresses , means of support ) but nonetheless were allowed in .

27. (b) & (c) The Government is aware of the difficulties being faced by applicants on account of online procedures when they were introduced.

(ख) और (ग) : सरकार को ऑनलाइन प्रक्रियाओं, जब वे प्रारंभ की गई थी, के कारण आवेदकों को होने वाली समस्याओं की जानकारी है।

28. The difficulties faced by Indian visa applicants range from long-duration processing times to charge of exorbitant fees for expedited/priority visas.

भारतीय वीज़ा आवेदकों के समक्ष आ रही कठिनाइयों में इस प्रक्रिया में लगने वाले लंबे समय से लेकर त्वरित/प्राथमिकता के आधार पर वीज़ा के लिए भारी-भरकम शुल्क लेने जैसी कठिनाइयाँ शामिल हैं।

29. (b) the total number of applications received, the number of applicants accepted and the number of people kept in waiting list from UP;

(ख) उत्तर प्रदेश से प्राप्त आवेदनों की कुल संख्या, स्वीकृत आवेदनों की संख्या तथा प्रतीक्षा सूची में रखे गए लोगों की संख्या क्या है;

30. (b) whether applicants for passports are reportedly facing several difficulties on account of online procedures including getting appointments for submission of documents for the purpose;

(ख) क्या पासपोर्ट आवेदकों को दस्तावेजों की प्रस्तुति के लिए समय लेने सहित ऑनलाइन प्रक्रिया के कारण अनेक कठिनाइयों का सामना करना पड़ रहा है;

31. In addition, the following provisions will apply for issuance of fresh passports in the case of the relevant categories of applicants mentioned below:

* इसके अतिरिक्त नए पासपोर्ट को जारी करने के लिए निम्नलिखित प्रावधान आवेदकों के संगत वर्गों के मामले में लागू होंगे

32. After the selection of payment mode either through debit/credit card/netbanking or through challan mode, an applicants will be redirected to Appointment screen.

डेबिट / क्रेडिट कार्ड / नेटबैंकिंग के माध्यम से अथवा चालान के माध्यम से भुगतान का तरीका चुनने के बाद आवेदकों को अपॉइंटमेंट स्क्रीन पर पुन: निर्दिष्ट किया जाएगा।

33. In the absence of any deed to this effect, the passport applicant may give a declaration on a plain paper confirming the adoption.

इस आशय के किसी भी काम के अभाव में, पासपोर्ट आवेदक गोद लेने की पुष्टि करने वाले एक सादे कागज पर एक घोषणा दे सकता है।

34. In these cases, the applicants had submitted fake "Identity certificate" of a nationalized bank along with fake address proof such as Voter ID cards.

इन मामलों में, आवेदकों ने मतदाता पहचान पत्रों जैसे नकली पता प्रमाण सहित राष्ट्रीयकृत बैंक के नकली पहचान प्रमाणपत्र जमा करवाया था।

35. Applicants must pass stringent physical agility, written, oral, and psychological testing to ensure they are not only fit enough but also psychologically suited for tactical operations.

आवेदकों को कठोर शारीरिक चुस्ती, लिखित, मौखिक और मनोवैज्ञानिक परीक्षण भी पास करनी होती है यह सुनिश्चित करने के लिए कि वे केवल पर्याप्त मात्रा में शारीरिक रूप से ही फिट नहीं हैं, बल्कि मनोवैज्ञानिक रूप से सामरिक ओपरेशन के लिए भी उपयुक्त हैं।

36. (b) & (c) It would be incorrect to say that applicants face difficulties on account of online procedures, including getting appointments for submission of documents for passports.

(ख) और (ग) यह कहना सही नहीं होगा कि आवेदकों को ऑनलाइन कार्य प्रकियाओं के कारण कठिनाइयों का सामना करना पड़ता है और उन्हें पासपोर्टों के लिए दस्तावेज़ों को प्रस्तुत करने हेतु अप्वाईंटमेण्ट लेना होता है।

37. Applicants have to scan and upload passport pages containing personal details (photo page), address details (last page), and a photo to complete the application.

आवेदकों को आवेदन को पूरा करने के लिए (फोटो पेज), पता विवरण (अंतिम पृष्ठ) और एक फोटो व्यक्तिगत जानकारी युक्त पासपोर्ट पृष्ठों को स्कैन और अपलोड करना पड़ेगा.

38. (b) whether the Government is aware of the difficulties being faced by applicants on account of online procedures, including getting appointments for submission of documents for passports;

(ख) क्या सरकार को पासपोर्ट हेतु दस्तावेज जमा करने के लिए समय लेने सहित ऑनलाइन प्रक्रियाओं के कारण आवेदकों के समक्ष आ रही परेशानियों की जानकारी है;

39. (b) whether Government is aware of the difficulties being faced by applicants on account of online procedures, including getting appointments for submission of documents for passports; and

(ख) क्या सरकार को आवेदकों को पासपोर्ट हेतु दस्तावेज़ प्रस्तुत करने के लिए निर्धारित समय प्राप्त करने सहित ऑनलाइन प्रक्रिया के कारण पेश आ रही कठिनाइयों की जानकारी है; और

40. In order to further improve and liberalize Police Verification procedure for passport issuance, the Ministry announced on 25 January, 2016 that normal passport applications of all first time applicants furnishing Aadhaar, Electoral Photo Identity Card (EPIC), Permanent Account Number (PAN) Card and an affidavit in the prescribed format that no criminal proceedings were pending against the applicant will be processed on Post-Police Verification basis, enabling faster issue of passport, without payment of any additional fees.

पासपोर्ट जारी करने हेतु पुलिस जांच प्रक्रिया में सुधार करने तथा इसे अधिक उदार बनाने के लिए मंत्रालय ने 25 जनवरी, 2016 को घोषणा की है कि पहली बार सामान्य पासपोर्ट हेतु आवेदन करने वाले जिन आवेदकों ने आधार कार्ड, मतदाता फोटो पहचानपत्र, स्थायी लेखा संख्या (पीएएन) कार्ड और निर्धारित प्रपत्र में यह शपथपत्र दिया हो कि उस आवेदक के विरुद्ध कोई भी आपराधिक कार्यवाही लंबित नहीं है, उनके आवेदन पर पुलिस द्वारा बाद में सत्यापन किए जाने के आधार पर कार्रवाई की जाएगी, जिससे पासपोर्ट जारी करने की प्रक्रिया में तेजी आएगी तथा इसके लिए कोई अतिरिक्त शुल्क नहीं लिया जाएगा।

41. Admissions for applicants of those 11 potentially higher-risk nationalities will resume on a case-by-case basis during a new 90-day review period.

एक नई 90-दिवसीय समीक्षा अवधि के दौरान उन 11 संभावित उच्च-जोखिम वाले राष्ट्रीयता के आवेदकों के लिए प्रवेश केस-दर-केस आधार पर फिर से शुरू होगा।

42. (a) No. The passport applicants in Delhi from Nagaland and Jammu and Kashmir do not have to go through additional multiple counters to submit their applications.

(क) नहीं, नागालैंड एवं जम्मूज और कश्मीहर के पासपोर्ट आवेदकों को दिल्लीि में पासपोर्ट आवेदन प्रस्तुलत करने के लिए कई अतिरिक्तं काउंटरों पर नहीं जाना पड़ता है।

43. (b) & (c) The Government is aware of the difficulties being faced by applicants at a few locations on account of online procedures when they were introduced.

(ख) एवं (ग) सरकार को ऑनलाइन प्रक्रिया शुरू करने के कारण कुछ स्थानों पर आवेदकों के सामने आने वाली कठिनाइयों की जानकारी है।

44. There have been instances of delay, which are mainly on account of late receipt of Police Verification Reports and incomplete/incorrect information furnished by the passport applicants.

विलंब की कुछ घटनाएंं हैं जो कि मुख्यतः पुलिस सत्यापन रिपोर्ट विलंब से प्राप्त होने तथा पासपोर्ट आवेदकों द्वारा अधूरी सूचना/सही सूचना नहीं दिये जाने के परिणामस्वरूप हैं ।

45. After completing non-sovereign activities by the staff of the Service Provider, applicants move to the Passport Office Staff for verification of documents and granting of passports.

सेवा प्रदाता के स्टाफ द्वारा गैर-संप्रभु गतिविधियों को पूरा करने के पश्चात्, आवेदकों को दस्तावेजों के सत्यापन के लिए तथा पासपोट्र प्रदान करने के लिए पासपोर्ट कार्यालय के स्टाफ के पास भेजा जाता है।

46. (c) whether the Government is aware of the difficulties faced by applicants on account of online procedures, especially in getting appointments for submission of documents for passports;

(ग) क्या सरकार पासपोर्ट हेतु ऑन-लाइन प्रक्रियाओं के कारण विशेषकर दस्तावेजों को जमा करने हेतु भेंट का समय पाने में आवेदकों को होने वाली समस्याओं से अवगत है;

47. Based on these Verification Certificates (VCs) and the standard affidavit, passports would be issued to such applicants for ten years and would be subject to post-police verification.

इन सत्यापन प्रमाण पत्रों और मानक शपथ-पत्र के आधार पर इन आवेदकों को बाद में पुलिस सत्यापन किए जाने के अध्यधीन 10 वर्षों के लिए पासपोर्ट जारी किए जाएंगे ।

48. After completing the non-sovereign activities by the staff of the Service Provider, applicants move to the Passport Office staff for verification of documents and granting of passports.

सेवाप्रदाता के स्टाफ द्वारा गैर शासकीय क्रियाकलापों के पूर्ण करने के उपरांत, आवेदक दस्तावेजों के सत्यापन और पासपोर्टों के अनुमोदन के लिए पासपोर्ट कार्यालय स्टाफ के पास जाते हैं।

49. After completing the non-sovereign activities by the staff of the Service Provider, applicants move to the Passport Office Staff for verification of documents and granting of passports.

सेवा प्रदाता के कर्मचारियों द्वारा अराजकीय कार्यों को पूरा करने के बाद आवेदक अपने दस्तारवेजों के सत्याकपन तथा पासपोर्ट की मंजूरी हेतु पासपोर्ट कार्यालय कर्मचारियों के पास जाते हैं।

50. The Government official will issue a manual fee receipt and allocate a ' file number' based on which applicant will be able to track status of the application on website.

* सरकारी अधिकारी हाथ से तैयार की गई एक शुल्क रसीद जारी करेंगे और एक ‘फाइल संख्या' आबंटित करेंगे। इस ‘फाइल संख्या' के आधार पर आवेदक वेबसाइट पर अपने आवेदन की स्थिति का पता लगा सकेंगे।

51. The Government officials will issue a manual fee receipt and allocate a ‘file number’ based on which applicant will be able to track status of the application on website.

सरकारी अधिकारी हाथ से तैयार की गई एक शुल्क रसीद जारी करेंगे और एक ‘फाइल संख्या' आबंटित करेंगे। इस ‘फाइल संख्या' के आधार पर आवेदक वेबसाइट पर अपने आवेदन की स्थिति का पता लगा सकेंगे।

52. The domestic courts did not adduce ‘relevant and sufficient’ reasons to show that the applicant community” was guilty, for instance, of breaking up families, inciting suicide, or refusing medical care.

उस देश की अदालत “ठोस” सबूत पेश करने से चूक गयी हैं जिससे साबित हो सके कि मुकद्दमा दायर करनेवालों की बिरादरी परिवार तोड़ने, इलाज से इनकार करने या लोगों को खुदकुशी करने के लिए उकसाने जैसे बुरे-बुरे काम करने की दोषी है।

53. Clause 2(e) of the agreement stipulates that "the service charges for the applicant, who apply online, for both the categories of service, would be 75% of the basic service charges”.

‘’करार के खंड 2 (ड़) में उल्लेख है कि ‘ऑनलाइन आवेदन करने वाले आवेदकों के मामले में सेवा की दोनों श्रेणियों के लिए, देय सेवा प्रभार मूल सेवा प्रभार का 75 प्रतिशत होगा।

54. (a) whether Government is aware that various agencies mostly fake in the name of facilitating study or seeking jobs abroad are mushrooming without any checks and balances, charging exorbitantly high fees from students/job applicants;

(क) क्या सरकार को जानकारी है कि विभिन्न एजेंसियों, जो विदेश में पढ़ने या नौकरियां दिलाने को सुकर बनाने के नाम पर बिना किसी नियंत्रण और रोक-टोक के फल-फूल रही हैं, विद्यार्थियों/ नौकरी ढूंढने वाले आवेदकों से अत्यधिक उच्च शुल्क प्रभारित कर रही हैं, ज्यादातर फर्जी हैं;

55. “There has therefore been a violation of Article 9 [freedom of religion] of the Convention on account of the disruption of the applicants’ religious meeting on 16 April 2000 by the Commissioner and her aides.”

“इसलिए 16 अप्रैल, 2000 को कमिश्नर और उसके मददगार, मुकदमा दायर करनेवालों की धार्मिक सभा में खलल पैदा करके संविधान की धारा 9 [धर्म मानने की आज़ादी] के खिलाफ गए हैं।”

56. (a) whether it is a fact that passport applicants in Delhi from Nagaland and Jammu and Kashmir have to go through additional multiple counters in the passport office to submit their applications, if so, the reasons therefor; and

(क) क्या यह सच है कि दिल्ली में नागालैंड तथा जम्मू और कश्मीर के लोगों को पासपोर्ट आवेदन प्रस्तुत करने के लिए पासपोर्ट कार्यालय में कई अतिरिक्त काऊंटरों पर जाना पड़ता है, यदि हां, तो इसके क्या कारण हैं; और

57. (d) Several steps have been taken to address the issue of pendency, including contacting and reminding the applicants to complete the documentation process, submit mandatory documents and re-submit photos with correct specifications for further processing of the application.

(घ) विलंब के मुद्दे को हल करने के लिए कई कदम उठाए गए हैं, जिसमें आवेदकों को दस्ताअवेज प्रक्रिया को पूर्ण करने, अनिवार्य दस्ता वेज प्रस्तुउत करने और आवेदन पर आगे की कार्यवाही हेतु सही विनिर्देशन सहित पुन: फोटो प्रस्तुात करने के लिए संपर्क करना और याद दिलाना शामिल है।

58. Under the Project, the Government has decided to outsource the front end and non-sensitive activities such as submission of passport applications, taking of digitalized photograph of applicants, collection of bio-metric features and maintenance of national call centre etc.

परियोजना के अंतर्गत सरकार ने फ्रंट एंड और गैर-संवेदनशील कार्यकलापों, जैसे पासपोर्ट आवेदन जमा करना, आवेदकों के डिजिटलाइज्ड फोटोग्राफ लेना, बायोमैट्रिक विशेषताओं का संग्रह करना और राष्ट्रीय कॉल सेंटर आदि के रखरखाव के लिए बाहरी स्रोतों का उपयोग करने का निर्णय लिया है।

59. Under the Project, the Government has decided to outsource the front-end and non-sensitive activities such as submission of passport applications, taking of digitalized photograph of applicants, collection of bio-metric features and maintenance of national call centre etc.

इस परियोजना के अंतर्गत, सरकार ने पासपोर्ट आवेदन जमा करने, आवेदकों के डिजीटल फोटो लेने, बायो-मीट्रिक विशेषताओं का संग्रहण करने और राष्ट्रीय कॉल सेंटर का रख-रखाव करने इत्यादि जैसे कुछ शुरूआती एवं गैर-संवेदनशील कार्यकलापों को आउटसोर्स करने का निर्णय लिया है।

60. * It is clarified that in addition to this new facility of on-line registration, the existing system of submitting applications at the Passport Office, District Passport Cells (DPCs) and Speed Post Centers will continue for the convenience of passport applicants in Delhi.

* स्पष्ट किया जाता है कि ऑन लाइन रजिस्ट्रेशन की इस नई सुविधा के अतिरिक्त, दिल्ली में पासपोर्ट आवेदकों की सुविधा के लिए पासपोर्ट कार्यालय, जिला पासपोर्ट प्रकोष्ठों और स्पीड पोस्ट केंद्रों में आवेदन पत्र जमा करने की वर्तमान व्यवस्था भी जारी रहेगी ।

61. Thus, the applications under process are two-three weeks’ workload]. Passport issuance process, after receiving clear Police Report, involves uploading of police report, allotment of passport booklet, printing of passport, quality check, lamination, signatures by a designated official and dispatch by Speed Post to applicants.

इस प्रकार, इस प्रक्रिया के अन्तर्गत इन आवेदनों पर कार्रवाई 2-3 सप्ताहों का कार्य है) स्पष्ट पुलिस सत्यापन रिपोर्ट प्राप्त होने के बाद पासपोर्ट जारी करने की प्रक्रिया में पुलिस रिपोर्ट की अपलोडिंग, पासपोर्ट पुस्तिका का आवंटन, पासपोर्ट का मुद्रण, गुणवत्ता जांच, लेमीनेशन, नामित अधिकारी द्वारा हस्ताक्षर तथा 'स्पीडपोस्ट' द्वारा आवेदक को पासपोर्ट का प्रेषण शामिल है।(

62. • First time applicants who furnish Aadhaar, Electoral Photo Identity Card (EPIC), PAN Card and an affidavit in the prescribed format declaring non-criminality will get faster service without any additional fees, subject to validation of Aadhaar and other documents, if required from their respective databases.

* पहली बार आवेदन करने वाले आवेदक, जो अपना आधार, चुनाव फोटो पहचान पत्र (ई पी आई सी), पैन कार्ड तथा निर्धारित प्रपत्र में अपराधी न होने की घोषणा करने वाला शपथ-पत्र प्रस्तुत करते हैं, को बिना अतिरिक्त शुल्क के त्वरित सेवा प्रदान की जाती है, बशर्ते आवश्यक होने पर उनके संबंधित डाटाबेस से आधार तथा अन्य दस्तावेजों का सत्यापन हो जाए।

63. The Indian side may issue student visas to Japanese applicants valid for up to 5 years, or duration of the course, whichever is shorter on presentation of a letter of confirmed admission from a recognized educational institution, proof of finances to cover travelling expenses and other expenditure in India.

(क) भारतीय पक्ष मान्यताप्राप्त शैक्षिक संस्था से प्रवेश का पक्का पत्र, यात्रा व्यय तथा भारत में अन्य व्यय को पूरा करने के लिए धन के प्रमाण प्रस्तुत करने पर पांच वर्ष तक अथवा पाठ्यक्रम की अवधि तक विधिमान्य जापानी आवेदकों को छात्र वीजा जारी कर सकता है ।

64. India’s preferential treatment to the LDCs in Trade in Services would involve a cost of Rs. 6.5 crore annually on account of waiver of visa fees and Rs. 2.5 to 3 crore, per annum, for providing training in management and technical consultancy courses to LDC applicants.

भारत द्वारा सेवा व्यापार में एलडीसी को प्राथमिकता देने से वीजा शुल्क की माफी के चलते हर साल 6.5 करोड़ रुपए और एलडीसी आवेदकों को प्रबंधन प्रशिक्षण प्रदान करने एवं तकनीकी परामर्श पाठ्यक्रम उपलब्ध कराने के चलते हर साल 2.5 करोड़ से लेकर 3 करोड़ रुपए तक का बोझ उठाना पड़ेगा।

65. Accordingly, as per the order of the Information Commissioner the Ministry would share with the applicant 03 pages of the notings pertaining to the preparations for the visit, the press release issued on the visit and the suggested tentative program drawn up prior to the visit.

तदनुसार, सूचना आयोग के आदेश के अनुसार मंत्रालय, इस यात्रा की तैयारी से संबंधित नोटिंग के 03 पृष्ठ, यात्रा के बारे में जारी की गई प्रेस विज्ञप्ति तथा इस यात्रा से पहले तैयार किए गए संभावित अनंतिम कार्यक्रम आवेदक को उपलब्ध कराएगा।

66. (a) The Indian side may issue student visas to Japanese applicants valid for up to 5 years, or duration of the course, whichever is shorter on presentation of a letter of confirmed admission from a recognized educational institution, proof of finances to cover travelling expenses and other expenditure in India.

(क) भारतीय पक्ष जापानी आवेदकों को किसी मान्यता प्राप्त शैक्षिक संस्थान से प्रवेश की पुष्टि संबंधी पत्र, यात्रा व्यय को वहन करने और भारत में अन्य खर्चों की वित्तीय क्षमता संबंधी प्रमाण प्रस्तुत करने पर पाँच वर्षों, या पाठयक्रम की अवधि, जो भी कम हो, के लिए विद्यार्थी वीजा जारी कर सकता है।

67. (b) As per directions of the Hon’ble Supreme Court, an affidavit was filed in the Supreme Court on April 12, 2012 wherein it was stated that the number of pilgrimages to a Haj applicant through the Haj Committee of India (HCOI) be restricted to "once in a life time” as against the existing "once in five years” .

(ख) माननीय उच्चतम न्यायालय के निर्देश के अनुसार 12 अप्रैल, 2012 को उच्चतम न्यायालय में एक शपथ पत्र दायर किया गया था जिसमें यह कहा गया था कि भारतीय हज समिति (एच सी ओ आई) के माध्यम से हज आवेदकों की यात्रा की संख्या मौजूदा "पांच वर्षों में एक बार" के स्थान पर "जीवन काल में एक बार" तक सीमित कर दी जाए।

68. The Government has decided that normal passport applications of all first time applicants furnishing Aadhaar Card, Electoral Photo Identity Card (EPIC), PAN Card and a self- affidavit of non-criminality in the prescribed format will be processed on Post-Police Verification basis, enabling faster issue of passport, without payment of any additional fees, subject to successful online validation of Aadhaar number.

सरकार ने निर्णय लिया है कि आधार कार्ड, वोटर फोटो पहचान पत्र (ईपीआईसी), पैन कार्ड और निर्धारित प्रपत्र में गैर आपराधिकता के स्व-शपथ पत्र प्रस्तुत करने वाले पहली बार के आवेदनकर्ताओं के सामान्य पासपोर्ट आवेदनों पर बाद में पुलिस सत्यापन के आधार पर कार्रवार्ई की जाएगी जिससे आधार नम्बर के सफलतापूर्वक ऑनलाइन वैधीकरण के अध्यधीन बिना किसी अतिरिक्त शुल्क का भुगतान किए पासपोर्ट तेजी से जारी किया जा सकेगा।

69. This provides for an inter-agency group to develop recommendations to (a) streamline and improve the legal immigration system with a focus on reforms that reduce government costs, improve services for applicants and reduce burden on employers; (b) ensure that all of the immigrant visas provided by the Congress are used; and (c) modernize the IT infrastructure for the visa processing system.

इसमें निम्नलिखित के प्रयोजनार्थ सिफारिशें करने के लिए एक अंतर एजेंसी समूह की व्यवस्था है- (क) कानूनी आप्रवासन प्रणाली को सरल बनाना तथा उसके सुधार पर ध्यान देना ताकि सरकारी खर्चों में कमी आए, आवेदकों के लिए सेवाओं में सुधार हो और नियोक्ताओं पर काम का बोझ कम हो; (ख) यह सुनिश्चित करना कि कांग्रेस द्वारा प्रदत्त सभी आप्रवासन वीजा का उपयोग किया जाए और (ग) वीजा कार्रवाई प्रणाली के लिए सूचना प्रौद्योगिकी अवसंरचना का आधुनिकीकरण करना।

70. * In order to further improve and liberalize Police Verification procedure for passport issuance, the Government has decided that henceforth normal passport applications of all first time applicants furnishing Aadhaar, Electoral Photo Identity Card (EPIC), Permanent Account Number (PAN) Card and an affidavit in the format of Annexure-I will be processed on Post-Police Verification basis, enabling faster issue of passport, without payment of any additional fees, subject to successful online validation of Aadhaar number.

* पासपार्ट जारी करने के लिए पुलिस सत्यापन प्रक्रिया में और सुधार करने एवं उदार बनाने के उद्देश्य से सरकार ने निर्णय लिया है कि आधार, चुनावी फोटो पहचान पत्र (ई पी आई सी), स्थाई खाता संख्या (पैन) कार्ड तथा अनुबंध 1 के फार्मेट में हलफनामा प्रस्तुत करने वाले पहली बार आवेदन करने वाले सभी आवेदकों के पासपोर्ट के लिए सामान्य आवेदनों की अब से पुलिस सत्यापन पश्चात आधार पर आधार नंबर की सफल आनलाइन पुष्टि के अधीन अतिरिक्त शुल्क के भुगतान के बगैर प्रोसेस किया जाएगा।

71. In order to further improve and liberalize Police Verification procedure for passport issuance, the Government has decided that henceforth normal passport applications of all first time applicants furnishing Aadhaar, Electoral Photo Identity Card (EPIC), Permanent Account Number (PAN) Card and an affidavit in the format of Annexure-I will be processed on Post-Police Verification basis, enabling faster issue of passport, without payment of any additional fees, subject to successful online validation of Aadhaar number.

पासपोर्ट जारी किए जाने के लिए पुलिस सत्यापन प्रक्रिया में सुधार करने तथा उसे और उदार बनाने के क्रम में सरकार ने यह निर्णय लिया है कि आधार, मतदाता पहचान पत्र (ईपीआईसी), स्थायी खाता सं. (पीएएन) तथा अनुबंध-I के प्रपत्र में शपथ-पत्र के साथ पहली बार आवेदन करने वाले सामान्य पासपोर्ट आवेदकों को अतिशीघ्र पासपोर्ट जारी किए जाने के लिए उनके आवेदन पर बिना किसी अतिरिक्त शुल्क के पश्च- पुलिस सत्यापन आधार पर कार्रवाई की जाएगी, बशर्ते उनकी आधार संख्या का सफल ऑनलाइन वैधीकरण हो जाता है।
